I usually add some gentle humor to these reports. Not today. Read this and weep. Notwithstanding the carefully-orchestrated propaganda to the effect that nothing much will be decided at the UN climate conference here in Cancun, the decisions to be made here this week signal nothing less than the abdication of the West. The governing class in what was once proudly known as the Free World is silently, casually letting go of liberty, prosperity, and even democracy itself. No one in the mainstream media will tell you this, not so much because they do not see as because they do not bl**dy care.

The 33-page Note (FCCC/AWGLCA/2010/CRP.2) by the Chairman of the “Ad-Hoc Working Group on Long-Term Co-operative Action under the United Nations Framework Convention on Climate Change”, entitled Possible elements of the outcome, reveals all. Or, rather, it reveals nothing, unless one understands what the complex, obscure jargon means. All UNFCCC documents at the Cancun conference, specifically including Possible elements of the outcome, are drafted with what is called “transparent impenetrability”. The intention is that the documents should not be understood, but that later we shall be told they were in the public domain all the time, so what are we complaining about?

Since the Chairman’s note is very long, I shall summarize the main points:

I found this particularly disturbing.

The world-government Secretariat: In all but name, the UN Convention’s Secretariat will become a world government directly controlling hundreds of global, supranational, regional, national and sub-national bureaucracies. It will receive the vast sum of taxpayers’ money ostensibly paid by the West to the Third World for adaptation to the supposed adverse consequences of imagined (and imaginary) “global warming”.

The 10 anti-commandments of global warming

1. The pin-up species of global warming, the polar bear, is increasing in number, not decreasing.

2. US President Barack Obama supports building nuclear power plants.

Last week, in his State of the Union address, he said: ''To create more of these clean energy jobs, we need more production, more efficiency, more incentives. And that means building a new generation of safe, clean nuclear power plants in this country.''

3. The Copenhagen climate conference descended into farce.

The low point of the gridlock and posturing at Copenhagen came with the appearance by the socialist dictator of Venezuela, President Hugo Chavez, whose anti-capitalist diatribe drew a cheering ovation from thousands of left-wing ideologues.

4. The reputation of the chief United Nations scientist on global warming is in disrepair.

Dr Rajendra Pachauri, the chairman of the Intergovernmental Panel on Climate Change (IPCC), is being investigated for financial irregularities, conflicts of interest and scientific distortion. He has already admitted publishing false data.

5. The supposed scientific consensus of the IPCC has been challenged by numerous distinguished scientists.

6. The politicisation of science leads to a heavy price being paid in poor countries.

After Western environmentalists succeeded in banning or suppressing the use of the pesticide DDT, the rate of death by malaria rose into the millions. Some scholars estimate the death toll at 20 million or more, most of them children.

7. The biofuels industry has exacerbated world hunger.

Diverting huge amounts of grain crops (as distinct from sugar cane) to biofuels has contributed to a rise in world food prices, felt acutely in the poorest nations.

8. The Kyoto Protocol has proved meaningless.

Global carbon emissions are significantly higher today than they were when the Kyoto Protocol was introduced.

9. The United Nations global carbon emissions reduction target is a massively costly mirage.

10. Kevin Rudd's political bluff on emissions trading has been exposed.

The Prime Minister intimated he would go to the people in an early election if his carbon emissions trading legislation was rejected. He won't. The electorate has shifted.

Copenhagen in a nutshell

The mountains shall labor, and what will be born? A stupid little mouse. Thanks to hundreds of thousands of US citizens who contacted their elected representatives to protest about the unelected, communistic world government with near-infinite powers of taxation, regulation and intervention that was proposed in early drafts of the Copenhagen Treaty, there is no Copenhagen Treaty. There is not even a Copenhagen Agreement. There is a “Copenhagen Accord”.

The White House spinmeisters spun, and their official press release proclaimed, with more than usual fatuity, that President Obama had “salvaged” a deal at Copenhagen in bilateral talks with China, India, Brazil, and South Africa, which had established a negotiating bloc.

The plainly-declared common position of these four developing nations had been the one beacon of clarity and common sense at the foggy fortnight of posturing and gibbering in the ghastly Copenhagen conference center.

This is what the Forthright Four asked for:

Point 1. No compulsory limits on carbon emissions.

Point 2. No emissions reductions at all unless the West paid for them.

Point 3. No international monitoring of any emissions reductions not paid for by the West.

Point 4. No use of “global warming” as an excuse to impose protectionist trade restrictions on countries that did not cut their carbon emissions.

After President Obama’s dramatic intervention to save the deal, this is what the Forthright Four got:

Point 1. No compulsory limits on carbon emissions.

Point 2. No emissions reductions at all unless the West paid for them.

Point 3. No international monitoring of any emissions reductions not paid for by the West.

Point 4. No use of “global warming” as an excuse to impose protectionist trade restrictions on countries that did not cut their carbon emissions.

Here, in a nutshell – for fortunately nothing larger is needed – are the main points of the ”Copenhagen Accord”:

Main points: In the Copenhagen Accord, which is operational immediately, the parties“underline that climate change is one of the greatest challenges of our time”; emphasize their “strong political will to urgently combat climate change”; recognize “the scientific view that the increase in global temperature should be below 2 C°” and perhaps below 1.5 C°; aspire to “cooperate in achieving the peaking of global and national emissions as soon as possible”; acknowledge that eradicating poverty is the “overriding priority of developing countries”; and accept the need to help vulnerable countries – especially the least developed nations, small-island states, and Africa – to adapt to climate change.

Self-imposed emissions targets: All parties will set for themselves, and comply with, emissions targets for 2020, to be submitted to the secretariat by 31 January 2010. Where developing countries are paid to cut their emissions, their compliance will be monitored. Developed countries will financially support less-developed countries to prevent deforestation. Carbon trading may be used.

New bureaucracies and funding: Under the supervision of a “High-Level Panel”, developed countries will give up to $30 billion for 2010-12, aiming for $100 billion by 2020, in “scaled up, new and additional, predictable and adequate funding” to developing countries via a “Copenhagen Green Fund”. A “Technology Mechanism” will “accelerate technology development and transfer” to developing countries.

And that’s it. Expensive, yes. Unnecessary, yes. But earth-shaking? No.

The disconnect between the gaseous halations of various grandstanding “world leaders” about the supposedly urgent need to “Save The Planet Now” and the puny outcome of the Copenhagen Non-Event is dazzling. And it is welcome.

For all the rhetoric – or the flatulence that passes for rhetoric these days – it has begun to dawn on the “leaders” of those nations that subject them to regular recall and re-election that the people no longer believe the mad scientists are telling them the truth. And the people are right.

What is more, after the failure of the mainstream news media to report what the malevolent and unpleasant scientists involved in the Climategate affair had written to one another about those with whom they disagreed, or about what they had done to invent, fabricate, contrive, fiddle, tweak, alter, massage, conceal, hide or even destroy scientific data for the sake of protecting and peddling the pseudo-science in which environment correspondents had so readily and so ignorantly believed, the people no longer trust the media.

And that is bad news for a governing class that has come to develop a far-too-cosy relationship with the mainstream media. It is also very bad news for the mainstream media themselves, which are now rapidly losing circulation and ad revenue as the people rightly desert them for the Internet, where - notwithstanding various expensive attempts by the over-funded international Left to interfere with Google and Yahoo searches - the truth is still available if you know where to look.

Copenhagen was the last-chance saloon not for the planet, which does not need saving, but for the UN’s world-government wannabes. They blew it, big-time, by believing their own overspun propaganda about planetary peril and thinking they had “world leaders” where they wanted them. They overreached themselves, and have paid the price.

Even though next year is an el Nino year accompanied by fast-recovering solar activity, 2010 may not, after all, set a new global-temperature record to overtop that which was set in 1998, the year of the Great el Nino. By the time the next yackfest takes place in Mexico City in December 2010, the steam will have gone out of the “global warming” scare. We should not let our guard down, but Copenhagen is more than the end of the beginning for Green fascism: it is the beginning of the end. The eco-Nazis’ attempt at global bureaucratic coup d’etat has failed, and no such attempt is likely to succeed again. Too many of you are watching.

The IPCC meets Lord Moncton

Lord Monckton reports on the Copenhagen presentation by Dr. Rajendra Pachauri, chairman of the IPCC.

Pachauri was just a couple of seats away, so I gave him a letter from me and Senator Fielding of Australia, pointing out that the headline graph in the IPCC’s 2007 report, purporting to show that the rate of warming over the past 150 years had itself accelerated, was fraudulent.

Would he use the bogus graph in his lecture? I had seen him do so when he received an honorary doctorate from the University of New South Wales. I watched and waited.

Sure enough, he used the bogus graph. I decided to wait until he had finished, and ask a question then.

Pachauri then produced the now wearisome list of lies, fibs, fabrications and exaggerations that comprise the entire case for alarm about “global warming”. He delivered it in a tired, unenthusiastic voice, knowing that a growing majority of the world’s peoples – particularly in those countries where comment is free – no longer believe a word the IPCC says.

Monckton: Temperature Change and CO2 Change – A Scientific Briefing

Christopher Moncton's latest report comes to us via the Science and Public Policy Institute (SPPI).

WASHINGTON--(BUSINESS WIRE) -- The Earth has shown an under-reported cooling trend for eight straight years, raising serious questions about the accuracy of the UN’s climate projections, since not one of the computer models on which it relies had predicted so long and steep a cooling, says a new review paper -- Temperature Change and CO2 Change – A Scientific Briefing --from the Science and Public Policy Institute, a Washington, D.C. think tank.

The paper posits that “The chief reason for scepticism at the official position on “global warming” is the overwhelming weight of evidence that the UN’s climate panel, the IPCC, prodigiously exaggerates both the supposed causes and the imagined consequences of anthropogenic “global warming”; that too many of the exaggerations can be demonstrated to have been deliberate; and that the IPCC and other official sources have continued to rely even upon those exaggerations that have been definitively demonstrated in the literature to have been deliberate.


“In short,” writes Monckton, “science is being artfully manipulated to the point of what are in essence political and not scientific conclusions – a conclusion that is congenial to powerful factions whose ambition is not to identify scientific truth but rather to advance the special vested interests with which they identify themselves.

The paper demonstrates that if CO2 concentration continues to rise more slowly than the IPCC had predicted, and if climate sensitivity to CO2 concentration is in any event well below the IPCC’s projected range, the likelihood of any “global warming” >2 °C/century to 2100 is vanishingly small.

Monckton also demonstrates that official sources have:
• relied upon questionable and occasionally downright dishonest methods to inflate the observed rate of temperature increase
• created the false impression that the rate of increase is itself rising when an identical argument can be used to demonstrate that it is falling
• diminished earlier and warmer temperatures in this century
• abolished the mediaeval warm period
• diverted attention away from the fact that throughout almost all of the Holocene, and throughout all four previous interglacial periods, surface temperatures were considerably warmer than they are today.

Says SPPI president, Robert Ferguson, “When the climate science is wrong, the policies are wrong, and then both people and the environment are harmed. It is past time that the media and elected officials stop treating “man-made global warming” as a religion and started asking some serious and pointed questions. This paper lays the ground work for that.”

Proved: There is no climate crisis

A major new paper shows CO2’s effect on temperature was overstated 500-2000% by the IPCC.

WASHINGTON (7-15-08) - Mathematical proof that there is no “climate crisis” appears today in a major, peer-reviewed paper in Physics and Society, a learned journal of the 10,000-strong American Physical Society, SPPI reports.

Christopher Monckton, who once advised Margaret Thatcher, demonstrates via 30 equations that computer models used by the UN’s climate panel (IPCC) were pre-programmed with overstated values for the three variables whose product is “climate sensitivity” (temperature increase in response to greenhouse-gas increase), resulting in a 500-2000% overstatement of CO2’s effect on temperature in the IPCC’s latest climate assessment report, published in 2007.

Climate Sensitivity Reconsidered demonstrates that later this century a doubling of the concentration of CO2 compared with pre-industrial levels will increase global mean surface temperature not by the 6 °F predicted by the IPCC but, harmlessly, by little more than 1 °F. Lord Monckton concludes –

“… Perhaps real-world climate sensitivity is very much below the IPCC’s estimates. Perhaps, therefore, there is no ‘climate crisis’ at all. … The correct policy approach to a non-problem is to have the courage to do nothing.”

Lord Monckton’s paper reveals that –

• The IPCC’s 2007 climate summary overstated CO2’s impact on temperature by 500-2000%;
• CO2 enrichment will add little more than 1 °F (0.6 °C) to global mean surface temperature by 2100;
• Not one of the three key variables whose product is climate sensitivity can be measured directly;
• The IPCC’s values for these key variables are taken from only four published papers, not 2,500;
• The IPCC’s values for each of the three variables, and hence for climate sensitivity, are overstated;
• “Global warming” halted ten years ago, and surface temperature has been falling for seven years;
• Not one of the computer models relied upon by the IPCC predicted so long and rapid a cooling;
• The IPCC inserted a table into the scientists’ draft, overstating the effect of ice-melt by 1000%;
• It was proved 50 years ago that predicting climate more than two weeks ahead is impossible;
• Mars, Jupiter, Neptune’s largest moon, and Pluto warmed at the same time as Earth warmed;
• In the past 70 years the Sun was more active than at almost any other time in the past 11,400 years.

There is a considerable presence within the scientific community of people who do not agree with the IPCC conclusion that anthropogenic CO2 emissions are very probably likely to be primarily responsible for the global warming that has occurred since the Industrial Revolution.

Also this report from DailyTech:

The American Physical Society, an organization representing nearly 50,000 physicists, has reversed its stance on climate change and is now proclaiming that many of its members disbelieve in human-induced global warming. The APS is also sponsoring public debate on the validity of global warming science. The leadership of the society had previously called the evidence for global warming "incontrovertible."

After publication of this story, the APS responded with a statement that its Physics and Society Forum is merely one unit within the APS, and its views do not reflect those of the Society at large.

At least the Physics and Society people at APS are encouraging debate on the science. That's long overdue.

Monckton: The cost and futility of trading hot air

Here's a bit from the Foreword – A Political Context of a new paper by Lord Christopher Monckton, The Cost and Futility of Trading Hot Air:

European and American statists, including activist NGOs like the Environmental Defense Fund (EDF), assert that the moderate climate warming that is occurring today is a man-made catastrophe, and have embraced the dystopian fantasy that coercive policies for the elimination of fossil fuel production and usage can prevent or turn back the current warming cycle. They have, thus, made the “global warming planetary emergency” into the central plank of their ongoing campaigns for more centralized government.

For decades environmental activists have insisted that capitalism is not a “sustainable” (sufficient to “save the planet”) economic system. We now hear brazen declarations that democracy is no longer a “sustainable” political process. Al Gore lends a popular, philosophical/theological underpinning to collectivist impulses by casting the root of all environmental evils – real and imagined – in the scientific and industrial/technological revolutions. Put differently, for Gore and the EDF, the planetary environment, not human life, appears the supreme standard of value. Therefore, everything, most importantly Science and Economics, must be pried away from the benefit of man and pressed into total service of the State.

Given just a decade or two of such “sustainable” policies, bolstered by Gore’s religion, the world will be well on its way to a new Dark Ages, and the human misery it breeds.

The American people who owe their long, comfortable and healthy lives to the accomplishments of modern industry, technology, medicine and affordable fossil energy ought to be outraged by activists’ claims and policies.

Monckton says that carbon ‘cap-and-trade’ is an immoral non-solution to a non-problem. And he's exactly right. But of course, a ‘cap-and-trade’ system is exactly what Stéphane Dion, the current leader of the Liberal Party, would like to impose upon Canadians should he ever become Prime Minister.

Where's global warming gone? Climate alarmists worried

A couple of days ago, I quoted Lord Monckton who wrote that Al Gore and company were in panic mode about this year's this decade's lack of global warming.

Now comes this:

Marc Morano, a spokesperson from the Senate Environment and Public Works Committee minority staff, says the U.N. Intergovernmental Panel on Climate Change is scaling back on its previous dire predictions of catastrophic climate change.

The Senate Environment and Public Works Committee (EPW) says that with each successive report from the United Nations' Intergovernmental Panel on Climate Change (IPCC), there is less cause for alarm than previously thought. Morano points out that in the recent 2007 report, man's alleged impact on "global warming" was scaled back by 25 percent while ocean-level rise was also reduced.

According to Morano, this is the 13th year that rapid warming has been predicted and advertised in the media by Al Gore and the U.N., but it has failed to occur. "So at some point, they're getting worried -- and now you have record winter in the Northern Hemisphere and record winter in the Southern Hemisphere, [as well as] global cooling to the extent from 2007 to 2008 that was rather significant and surprised a lot of scientists," Morano contends.

He also says the U.N. is realizing and acknowledging that there is continually less cause for alarm on the subject.

Monckton: Gore is in 'panic' mode

"The alarmists are alarmed, the panic mongers are panicking, the scare mongers are scared; the Gores are gored. Why? Because global warming stopped ten years ago; it hasn't got warmer since 1998," he points out. "And in fact in the last seven years, there has been a downturn in global temperatures equivalent on average to about [or] very close to one degree Fahrenheit per decade. We're actually in a period ... of global cooling."

Monckton contends Gore is now "panicking" because he has staked his reputation as a former American VP on "telling the world that we're all doomed unless we shut down 90 percent of the Western economies." He also contends that Gore is the largest "global-warming profiteer."

Gore's group The Alliance for Climate Protection is currently launching a new $300 million ad campaign that demands reforms in environmental law to help reduce the supposed "climate crisis." But Monckton points out that in the U.K., Gore is not allowed to speak in public about his "green investment company" because to do so would violate racketeering laws by "peddling a false prospectus." He says that fact came about after a British high court found Gore's movie, An Inconvenient Truth, riddled with errors.

New report counters IPCC AR4

The Report of the Nongovernmental International Panel on Climate Change (N-IPCC - not to be confused with the UN's Intergovernmental Panel on Climate Change, the IPCC) will be published this week by the Heartland Institute.

It promises to be the most complete, up-to-date, authoritative summary of peer-reviewed critical positions with respect to "Anthropogenic Global Warming".

The report is titled Nature, Not Human Activity, Rules the Climate and is edited by S. Fred Singer. From the report's Forward:

In his speech at the United Nations’ climate conference on September 24, 2007, Dr. Vaclav Klaus, president of the Czech Republic, said it would most help the debate on climate change if the current monopoly and one-sidedness of the scientific debate over climate change by the Intergovernmental Panel on Climate Change (IPCC) were eliminated. He reiterated his proposal that the UN organize a parallel panel and publish two competing reports.

The present report of the Nongovernmental International Panel on Climate Change (NIPCC) does exactly that. It is an independent examination of the evidence available in the published, peer-reviewed literature – examined without bias and selectivity. It includes many research papers ignored by the IPCC, plus additional scientific results that became available after the IPCC deadline of May 2006.

The report is highly critical of the UN's Fourth Assessment Report (AR4) released last year. From the N-IPCC's Summary for Policymakers (SPM):

The Fourth Assessment Report of the Intergovernmental Panel on Climate Change’s Working Group-1 (Science) (IPCC-AR4 2007), released in 2007, is a major research effort by a group of dedicated specialists in many topics related to climate change. It forms a valuable compendium of the current state of the science, enhanced by having an index, which had been lacking in previous IPCC reports. AR4 also permits access to the numerous critical comments submitted by expert reviewers, another first for the IPCC.

While AR4 is an impressive document, it is far from being a reliable reference work on some of the most important aspects of climate change science and policy. It is marred by errors and misstatements, ignores scientific data that were available but were inconsistent with the authors’ pre-conceived conclusions, and has already been contradicted in important parts by research published since May 2006, the IPCC’s cut-off date.

In general, the IPCC fails to consider important scientific issues, several of which would upset its major conclusion – that “most of the observed increase in global average temperatures since the mid-20th century is very likely due to the observed increase in anthropogenic greenhouse gas concentrations” (emphasis in the original).

The IPCC does not apply generally accepted methodologies to determine what fraction of current warming is natural, or how much is caused by the rise in greenhouse (GH) gases. A comparison of ‘fingerprints’ from best available observations with the results of state-of-the-art GH models leads to the conclusion that the (human-caused) GH contribution is minor. This fingerprint evidence, though available, was ignored by the IPCC.

The following is taken from the report's Conclusions:

The extent of the modern warming – the subject of the first question – appears to be less than is claimed by the IPCC and in the popular media. We have documented shortcomings of surface data, affected by urban heat islands and by the poor distribution of land-based observing stations.

(...)

This report shows conclusively that the human greenhouse gas contribution to current warming is insignificant. Our argument is based on the well established and generally agreed-to ‘fingerprint’ method. Using data published by the IPCC and further elaborated in the U.S.-sponsored CCSP report, we have shown that observed temperature trend patterns disagree sharply with those calculated from greenhouse models.

And finally, this statement on Policy Implications:

Our findings, if sustained, point to natural causes and a moderate warming trend with beneficial effects for humanity and wildlife. This has obvious policy implications: Schemes proposed for controlling CO2 emissions, including the Kyoto Protocol, proposals in the U.S. for federal and state actions, and proposals for a successor international treaty to Kyoto, are unnecessary, would be ineffective if implemented, and would waste resources that can better be applied to genuine societal problems [Singer, Revelle and Starr 1991].

Even if a substantial part of global warming were due to greenhouse gases – and it is not – any control efforts currently contemplated would give only feeble results. For example, the Kyoto Protocol – even if punctiliously observed by all participating nations – would decrease calculated future temperatures by only 0.02 degrees C by 2050, an undetectable amount.

In conclusion, this NIPCC report falsifies the principal IPCC conclusion that the reported warming (since 1979) is very likely caused by the human emission of greenhouse gases. In other words, increasing carbon dioxide is not responsible for current warming. Policies adopted and called for in the name of ‘fighting global warming’ are unnecessary.

It is regrettable that the public debate over climate change, fueled by the errors and exaggerations contained in the reports of the IPCC, has strayed so far from scientific truth. It is an embarrassment to science that hype has replaced reason in the global debate over so important an issue.

Lord Monckton: Dishonest political tampering with the science on global warming

Christopher (Lord) Monckton takes a blast at the hypocrisy now playing out at the UN's climate change conference in Bali.

As a contributor to the IPCC's 2007 report, I share the Nobel Peace Prize with Al Gore. Yet I and many of my peers in the British House of Lords - through our hereditary element the most independent-minded of lawmakers - profoundly disagree on fundamental scientific grounds with both the IPCC and my co-laureate's alarmist movie An Inconvenient Truth, which won this year's Oscar for Best Sci-Fi Comedy Horror.

Two detailed investigations by Committees of the House confirm that the IPCC has deliberately, persistently and prodigiously exaggerated not only the effect of greenhouse gases on temperature but also the environmental consequences of warmer weather.

He doesn't mince his words, does he? He goes on to explain the devastating effects of following the folly of the IPCC and the global warming alarmists:

If we take the heroically stupid decisions now on the table at Bali, it will once again be the world's poorest people who will die unheeded in their tens of millions, this time for lack of the heat and light and power and medical attention which we in the West have long been fortunate enough to take for granted.

If we deny them the fossil-fuelled growth we have enjoyed, they will remain poor and, paradoxically, their populations will continue to increase, making the world's carbon footprint very much larger in the long run.

As they die, and as global temperature continues to fail to rise in accordance with the IPCC's laughably-exaggerated predictions, the self-congratulatory rhetoric that is the hallmark of the now-useless, costly, corrupt UN will again be near-unanimously parroted by lazy, unthinking politicians and journalists who ought to have done their duty by the poor but are now - for the third time in three decades - failing to speak up for those who are about to die.

My fellow-participants, there is no climate crisis. The correct policy response to a non-problem is to have the courage to do nothing. Take courage! Do nothing, and save the world's poor from yet another careless, UN-driven slaughter.

Lord Monckton responds to IPCC Report

FIGURES in the final draft of the UN’s fourth five-year report on climate change show that the previous report, in 2001, had overestimated the human influence on the climate since the Industrial Revolution by at least one-third.

UN scientists faced several problems their computer models had not predicted. Globally, temperature is not rising at all, and sea level is not rising anything like as fast as had been forecast. Concentrations of methane in the air are actually falling.

Sources at the center of the drafting say that, though the now-traditional efforts are being made to sound alarmist and scientific at the same time, key projections are being quietly cut.

Computer models heavily relied on by the UN did not predict the considerable cooling of the oceans that has occurred since 2003 – a cooling which demonstrates that neither the frequency nor the intensity of the hurricanes in the year of Katrina was attributable to “global warming”.

The UN’s models also failed to predict the halt to the rise in methane concentrations in the air that began in 2001. And they did not predict the timing or size of the El Nino which hiked temperature in 1998.
